Victor Moxley, JD, MPH, CPH

This site was created by Victor Moxley, a Utah attorney with a Juris Doctor (JD, 2022) and a Master of Public Health (MPH, 2018) from Brigham Young University.

Victor’s interest in housing issues comes from both his professional background and personal experience. Growing up, he worked alongside his grandfather in a kitchen and bath remodeling business, helping with remodeling projects, property repairs, and disaster cleanup. Those experiences provided an early appreciation for the importance of safe, well-maintained housing and the impact that housing conditions can have on people’s daily lives.

Victor’s professional background spans law, public health, statistics, local government, behavioral health, healthcare compliance, and legal operations. While those experiences may seem diverse, they share a common theme: helping people navigate complex systems when the stakes are high and the consequences are personal.

Housing is one of the most important systems people rely on. Access to safe and stable housing affects health, employment, education, financial stability, and family well-being. When tenants encounter unsafe living conditions, withheld security deposits, unlawful fees, discrimination, retaliation, or eviction, the legal process can feel overwhelming and inaccessible.

His approach is practical, straightforward, and focused on helping tenants understand their rights and options under Utah law. Rather than focusing solely on statutes and legal theory, he emphasizes how the law operates in real-world housing situations, where legal rights, communication dynamics, financial realities, and practical risks often intersect.

Throughout his career, Victor has represented clients, analyzed complex regulations, negotiated contracts, and advised organizations on compliance and risk management. As a public health professional, he has also seen how housing instability can affect nearly every aspect of a person’s life. During graduate school, his research focused on improving access to housing, and he completed an internship with United Way that included inspecting Section 8 and other assisted housing programs for compliance. These experiences reinforced his understanding of the connection between housing, health, and community well-being.

Since beginning law school, Victor has also volunteered through the Timpanogos Legal Center’s Provo Family Justice Clinic, helping individuals navigate housing and other legal challenges. This commitment to public service led to his receiving the 2025 James Backman Outstanding Attorney Pro Bono Service Award.

Together, these experiences have allowed Victor to see housing from multiple perspectives: maintaining and repairing homes, evaluating housing conditions, studying housing access and policy, and helping people navigate housing-related legal disputes.

Victor believes people make better decisions when they have access to clear information, honest advice, and realistic expectations about the road ahead. The resources on this site are designed to translate Utah tenant law into practical, actionable guidance that helps renters understand their rights and make informed decisions.

In addition to educational resources, Victor provides limited-scope legal services for tenants. This allows clients to receive professional legal guidance, document preparation, and strategic advice without the expense of full representation. His goal is to make legal assistance more accessible while empowering tenants to advocate effectively for themselves.

Whether a tenant is dealing with habitability concerns, a security deposit dispute, an eviction notice, retaliation, discrimination, or another housing-related issue, Victor is committed to helping people understand the law, evaluate their options, and move forward with confidence.
